Fairfield police Lt. Greg Hurlbut described the home as having human and animal feces and urine on the floor, as well as spoiled food and garbage.

A California couple was arrested after police allegedly found their 10 children living in squalor at their Fairfield home. The investigation revealed a long and continuous history of severe physical and emotional abuse of the children.

According to a police statement, the probe began on March 31 when police found a 12-year-old who was reportedly missing back to the same house in California.

After police found the child and returned them to his parents' home, they discovered that the couple were forcing their ten children to live in disgusting conditions.

Neighbor Larry Magnaye said he had no idea there were 10 children living in the house across the street.

Rogers was arrested and booked that day into the Solano County Jail on one count of child endangerment, according to Sharon Henry, chief deputy district attorney in the Solano County district attorney's office.

The mother, Ina Rogers, 30, was arrested and charged with 10 felony charges of child neglect.

Prosecutors say this case is just in the beginning stages, with more charges possibly by the end of the week for the children's mother.

At that point, the 10 children were taken into protective custody by Solano County Child Welfare Services, and relatives took custody of them.

"The Fairfield Police Department is committed to ensuring the safety of our greatest asset and future, the children of our community", police said.

An arrest warrant was issued for Allen, and he was arrested Friday.

Rogers said the children slept in one bedroom because they were close; cots were stored in a bedroom closet.

She continued, "I strive, I thrive on being a good parent to my children".

Rogers denies any abuse, neglect or torture by her or her husband Jonathan Allen.

But Rogers, who works at a heart-monitoring company, said the home was messy because she had been searching for her son who had run off after his computer was confiscated.

The father of those children, Jonathan M. Allen, 29, of Fairfield, pleaded not guilty Monday in Solano County Superior Court to seven counts of torture and nine counts of child cruelty with the possibility of injury.

Rogers told the media that the reason the home was in disarray was because she tore up her house looking for her missing child. "And so I've had many people question my right to parent, and I just feel like this whole situation was exploded", Rogers said, according to ABC News.

She said: There's no broken bones, there is no major scars, nothing.
