Turkish newspaper Sabah Gazetesi leaked highlights of the Turkish proposal on Idlib, indicating that Erdogan will propose a plan that would see Turkish forces on the ground who are already manning checkpoints around Idlib oversee the dissolution of 12 armed groups, including the former al Qaeda-affiliated group HTS.

Shortly after his arrival, Erdoğan and his Iranian counterpart Hassan Rouhani held a bilateral meeting ahead of their summit with Russian President Vladimir Putin.

Trump shifted his public tone on Syria within a matter of weeks, as the USA and its allies launched missile strikes against Syria in April over a chemical attack against civilians in the city of Duoma.

Under an earlier agreement between the three powers, Idlib was designated a "de-escalation zone", and Turkish troops deployed to observation posts in the province.

"We don't find it correct that the [Russian raids] happened before the Tehran summit", he said.

A spokesman for the National Front for Liberation, a Turkish-based rebel alliance, said the group's fighters were prepared for battle but are looking to Turkey for efforts to prevent the attack and "protect Idlib".

Though President Donald Trump has previously expressed a desire to pull U.S. forces out of Syria, Jeffrey said the President "is on board" with the new approach.

The top Iranian diplomat for Syria policy told Iranian media that Idlib posed a dilemma because it had to be liberated from "terrorists" but the security of millions of civilians had to be protected.

"Al-Qatirji and his company have been found to be working with ISIS militants and also maintain a strong working relationship with multiple officials within the Government of Syria", according to the announcement.
