Under pressure, rejoined the talks to modernize the 24-year-old North American Free Trade Agreement after Mexico and the United States on Monday. A political deadline in Mexico to sign the deal by December 1, plus requirements in American law have put pressure on Canada to join the pact by the end of this month at the latest.
U.S. Trade Representative Robert Lighthizer and Canadian Foreign Minister Chrystia Freeland were unable to clinch a deal despite meeting late into the evening on Thursday.
In an interview with Canada's Global News network published on Sunday, Freeland declined to discuss specific issues in the talks and noted that Kudlow is "not at the negotiating table".
"In some countries, including Canada, a tax on cars would be the ruination of the country. It would cause a massive disruption and I think lots of layoffs in the United States", Trudeau said on Canadian radio.
USA dairy farmers have long demanded more access to Canada's market and also are unhappy about a Canadian decision to allow farmers to sell milk protein products to the country's processors at a lower price, cutting off American supplies.
The two sides have so far been unable to break an impasse over, among other issues, USA access to the Canadian dairy market, a cultural exemption for Canada and the Chapter 19 dispute resolution mechanism.

Welles Orr, who was assistant USA trade representative for congressional affairs in the George H.W. Bush administration, said the prospects appear good for a deal with Canada in coming weeks, although a new NAFTA or its replacement would likely not get through Congress until next year at the soonest. "The conversations over the weekend continued to be constructive and productive".
Freeland is expected to answer questions from reporters later this afternoon.
The upbeat tone contrasted with Trump's harsh criticism of Canada in recent weeks, railing on Twitter against Canada's high dairy tariffs that he said were "killing our Agriculture!"
However, Trump hinted that the Friday deadline may be flexible, saying that a deal with Canada may come that day, or "within a period of time". The official spoke on condition of anonymity due to the sensitivity of the negotiations.
The largest percentage gainer on the market was Parex Resources, rising 86 cents, or 4.6 percent, to 19.77 Canadian dollars while cannabis company Aphria jumped 1.33 dollars, or 6.5 percent to 21.71 Canadian dollars and Canopy Growth rose 1.9 percent to 69.02 Canadian dollars. "Possibly they'll be meeting all night long", Freeland said. While he has been granted fast-track authority by Congress to renegotiate NAFTA, this only allows Trump to ask lawmakers to approve a deal, by an up or down vote, that includes all three countries.
