Following a private Central Intelligence Agency briefing on Tuesday, republican senator Lindsey Graham said he had "high confidence" the Saudi leader had a role in the murder and added "you have to be wilfully blind" to disagree. Democratic Senator Bob Menendez, another lead sponsor of the legislation, told reporters after the Haspel briefing that he might try to get it passed as an amendment to a must-pass spending bill if the Senate does not pass the war powers resolution. After offering numerous contradictory explanations, Riyadh later said Khashoggi had been killed and his body dismembered when negotiations to persuade him to return to Saudi Arabia failed.

"It could very well be that the crown prince had knowledge of this tragic event", Trump said in a lengthy statement November 20.

President Trump has equivocated about assigning blame for Khashoggi's killing, frustrating lawmakers from both parties.

"I have zero question in my mind that the crown prince directed the murder and was kept appraised of the situation all the way through it", Corker said.

In a column for The Wall Street Journal on Tuesday, Graham wrote that the killing and other moves by the Saudi regime showed "astounding arrogance entitlement" and disregard for global norms.

The visit comes "without any consideration of principles and values and without taking into consideration Algeria's reputation and its real, firm and permanent interests", he added.

"Somebody should be punished", Republican Senator Richard Shelby said.
