Donald Trump makes case for border wall to tackle 'humanitarian crisis'

President Trump speaks to reporters after meeting with members of Congress at the White House in Washington

Trump also plans a personal visit to the Mexican border on Thursday as he tries to put pressure on newly empowered Democrats in the shutdown standoff.

An emergency declaration could allow him to tap into potential funding sources for the wall without having to get the usual congressional authorization.

Conflating the cultural fears of many white voters and reality-free nonsense that he passed off as data, Trump on Tuesday night griped about his all time favourite poison arrow - immigration. Such a step, however, would likely face an immediate legal challenge. It could potentially unlock military dollars for building the wall.

He will meet with Republican lawmakers at the Capitol on Wednesday.

The White House has asked network executives for about eight minutes of time for his speech, which the major TV and cable networks have agreed to carry. Schumer also suggested Trump was being childish. "That pickup ain't got reverse in it", he said. In this case, the President appeared to have three related audiences in mind: Republicans on Capitol Hill, especially those in the Senate, whose support he must have to keep this fight going and whose patience may be wearing thin; his most loyal supporters, who believed his promise to build a wall that Mexico would pay for; and, finally, the small percentage of Americans whose views about the wall aren't already made up. About a quarter of United States agencies have been shut down since last month and hundreds of thousands of government workers are likely to miss pay checks this week.

"This is a crisis of the heart and a crisis of the soul", Trump said, reading off a teleprompter and retreating from his big handsome "wall" and introducing a Wall version 3.0.

"At the moment I think it's less about getting the wall built and more about getting out of this jam without being seen as capitulating", said Liam Donovan, a Republican strategist and a lobbyist.

Calling the immigration matter "a crisis of the heart and soul", Trump said the USA is "out of space" to accommodate illegal migrants, adding that it "strains public resources and drives down jobs" that "hurt all Americans". Critics say the security risks are overblown and the administration is at least partly to blame for the humanitarian situation. But the number of families coming over the border has risen sharply, putting a strain on health care and immigration services that came into sharp focus with the deaths of two migrant children. He said precious lives were cut short repeatedly by those who have violated the borders. However, Democrats have called it a humanitarian crisis, while the Trump administration has framed it as an issue of national security, according to the New York Times.

Trump Tuesday described Corporal Singh, 33, a national "hero", saying America's heart broke the day the young officer was "savagely murdered" in cold blood by an "illegal alien". But that, some observers said, may be the best possible outcome for Trump at this point. Over Caesar salad and iced tea, Trump projected confidence that his strategy was working, Fox News Channel's Bret Baier reported.

Ms Pelosi noted that Mr Trump had rejected bipartisan legislation to reopen the government agencies shuttered as a result of the fight over the wall. He accused the Democrats of being defenders of open borders. But even if blocked, Mr Trump could claim to his base that he had done what he could, while ending the damaging government shutdown.

The shutdown has denied pay to about 800,000 federal workers, some on involuntary leave and some working without pay. Senator Chris Coons (D-DE) felt that Trump's willingness to compromise on the walls material could mean he was ready to negotiate.
