Theresa May is facing another tough week

The draft paper obtained by the Financial Times said Britain has to take part in the May 23-26 votes if it wants an extension of more than three months. "When the real costs of Brexit are measured up against the broken promises made for it in 2016, we believe Parliament will have better opportunities to decide it is only fair and reasonable to give the public a real say on this crucial decision for our country".

There was a boost for Mrs May as former Cabinet minister Esther McVey suggested Brexiteers could back the deal to avoid a long delay to Brexit that could see the agreement softened.

Still, she faces a struggle to overturn the huge defeats for the agreement, which was rejected by 230 votes in Parliament in January and by 149 votes this week.

Fury over the "Remainer Parliament betrayal" has also brought about a massive backlash in the Conservative Party.

Quitting the EU after 46 years on 29 March remains the legal default unless EU leaders unanimously grant Britain an extension, with the issue likely to dominate a 21-22 March EU summit in Brussels.

European Commission vice-president Frans Timmermans indicated that any extension to Article 50 could be a two-stage process, initially limited to a few weeks unless Mrs May could set out what she wanted to achieve with the extra time.
